The system has been replaced by Tier 1 (General) of the UK’s new points based system. Tier 1 (General) uses very similar criteria to the UK HSMP.

Highly skilled individuals include doctors, scientists, engineers, MBAs, and other educated workers. If you can speak English, have earned at least the equivalent of a bachelor’s degree, and can show that you have earned a relatively good income in the past, Tier 1 (General) is the right scheme for you. Remember that the visa entry route for UK HSMP no longer exists and the UK government will also regulate the number of applications from outside the UK within any given period.
